Just the simple step of having everyone pay in would be a step forward.
If everyone paid a little, even if it was only one percent of their
income, there would be less pandering to voters with promises to take
money away from some and hand it to others.  Everyone would feel the
effect of tax increases, and they wouldn't be so fast to vote for big
spenders.
