Exactly. The best and the brightest should work for private enterprise, and
be paid exceptionally well.

Those that work for the Government should be looked at as someone who could
not make it on their own and had to settle for a hand out job.
If having a government job was looked on with scorn, and it paid less, it
might help keep the size of government down.
