Of course there was a plan for that.  There's likely a plan to invade 
Canada as well.  

The major point is that the plan did not start off with a method 
of justifying an attack.  And, when the prez got his chance at 
going to war, the plan did not call for itself to be discarded 
and pretend that a small force, greeted as liberators, would 
be all that was necessary.

Clinton also asked for plans to be written for an invasion of 
Afghanistan.  However, the military never followed through.  Further, 
Afghanistan and Al Qaeda were by Bush's view, Clinton problems.  Hence, 
an immediate operation against bin Laden was not possible.
