Possibly. It's a while since I read T.30.

T.31 is about $26, T.32 is about $52 plus $14 for T.32 ammendment 1. A full
set of T.4, T.30, T.31, T.32 and ammendments would run to about $280.

If you order them via www.itu.ch you can get at least some them in a Word
for Windows format which is useful from the point of view of being machine
readable (-:.
