"Access"?
Milton Friedman documented how most state-college students are from
affluent families. State colleges aren't mainly providing "access" to poor
kids who'd never otherwise get to college, but instead subsidizing the
education of the upper middle class kid whose parents could afford to pay
more of the actual cost of his college education.
