It appears that the new generation of dial tone is reasonably universal. 
It's also widespread.  Some of the current modem crop can't handle it -
including quite a few "Austel approved" types.

In our area, it happened about 2 months ago.  For my couriers, it's
marginal - sometimes the dial tone detects, sometimes it doesn't.  The
Spirit Dragon detects every time.  A Microcom detects never.

It's fortunate that blind dial works...
