I sometimes recite the individual digits as well, but usually only when
there are a large number of digits. For 0x23, I would probably just say
twenty-three hex. It is unambiguous as long as the "hex" is
added.

That is the other time I recite digits. Hmmm, maybe I could call it
"seedy-see".
