By 1. Starting in 1939 (although we really began by tooling up the people
with the quasi-military structured WPA and CCC in the mid-30s), and 2. by
gutting the civilian product industry.
Even so, I don't think we really hit our production stride until mid-1943,
by which time we'd been on the offensive in Africa (and Southern Europe)
and the Pacific for some time. That's a gut feeling, btw, I don't have
numbers to back it up handy.
