Danny Keogh told me:

     I have checked my IRQ settings, address settings, COM port settings
for what would seem like a million times.  Windows says that there are no
conflicts with the settings it has and that the device is working
correctly.  Dos has no problems using the same settings (with my mouse on
COM port 1 on as well).
