I had similar problems when I flashed to -18, and I downloaded another copy 
of the flasher before I got it to work. You may have a bad file.
I've never been able to get a flash upload to work on a PC (and I've tried 
all of this series of betas). Luckily I have a Mac with ZTerm that works, and 
I use that.
