No. Whether code is reusable or not doesn't depend on the  programming
language primarily - how the code is written is much more important. I
think that C++ (among other programming languages) makes it easier  to
write reusable code than e.g. Billy's all-purpose standard instruction
code (BASIC).

No. Both C++ and Java have their advantages.
