It's been ages that I did something with dosemu, but you can make it work.
There is some other dosemu config file that's holding you off, or a compile
option. I don't have a working setup here anymore, but a few things:

~/.dosemurc is a bad plan, and doesn't work either.
In the users home directory (in a .dot subdir) is a logfile created by
dosemu, in that file you can see exactly what happened, how dosemu was
called, which configs etc.

I think most part of the docs were updated for later dosemu versions, but
I'm not sure.
