 No, it's not. It's called taxing those who have money to pay.

 Years ago I read that the Reagan administration presided over
 the greatest transfer of wealth in the history of the world,
 from the poor and middle class to the rich. It has continued and
 accellerated under Bush. Look at the distribution of income and
 wealth in this country, and how it was in the past. The rich
 have really gotten richer, and the poor really are getting
 poorer, as are the middle class.

 What part of the secretary pays a higher tax rate than the
 billionaire has escaped you?
