Hello All!

A new optional (very) keyword has been added as of version #046.

This is CHARSet length 16 chars for one or more character sets that can be 
used
for a non English specific echo. Each one seperated by a comma.
These should be for Windows, Linux and other *nix systems.
This is only for echos that do not use English or one of its character sets
because of accents or more such as German, Spainish,  Russian, Polish to name
but a few.

This is to offer some support fot echos based in various European countries,
asia, Russia and the former USSR republics etc.

The idea is to provide to a user what is required to read a given echo area.
It does mean that any reports that show such echos may well not be readable by
user that use English character sets.

No I have no idea if a users system can easily support multi char sets any 
way,

I have enogh issues with just all that are available for English!

The Fast-Readme.txt manual has been updated.
