Precisely the problem. The bureau that oversees the implementation and
enforcement of a bill writes "implementing regulations" that can water it
down, remove its effectiveness and workability (remove its teeth), or
change its meaning altogether.
So have you considered micro-hydro as a possibility? Talk to your local RE
contractor.
