Seems to be a dupe-checking bug in hpt/w32-mvcdll 1.4.0-sta 16-02-06
(because I haven't been able to get anything more recent to compile). This
has happened twice on the FTSC area in the last couple of days and has
happened in the past on another area as well.
Faulting application hpt.exe, version 0.0.0.0, faulting module
smapimvc.dll, version 0.0.0.0, fault address 0x0000cba2.

Zero-byte PKTs are then left in the temporary outbound. But the next pass works:
