Sorry for being a bit off topic but I've herad this question being asked  
many times.
First of you have to realise that 644 is not a decimal number but an  
octical one, so base 8.
The number specifies file access rights and as uuecode comes from Unix, it  
specifies the unix access rights, the first number is what rights you as a  
user have, the second which your group has and the third is for everyone  
else. The 3 bits in each number signify read/write/executable rights.
