I'm not sure there was much of a choice of teachers at the high school level. Maybe a second teacher taught the same course, but you didn't get to choose unless there was a problem. That is where the school should have stepped in. It is illegal anywhere for kids to miss that much school. Here the parents could be arrested for the kid not attending school.
