I guess it depends upon the frequency response of the radio and of
the speaker system.  Most scanners won't reproduce much of the audio
beyond about 4000 Hz, if that high, especially with the tiny
speakers in the scanner.  Have you tried a commercial equalizer?
One made for the audiophile should work, I would think.  There are
three SAT tones, all around 6000 Hz, so you wouldn't want a filter
that was too narrow.
