That's at least moderately "normal" for the industry.  It would
have been polite to include an update sheet.

Regrettably, there seems to have been a serious degree of motivation to
prevent Fax software from being written.  It's quite difficult to obtain
the command set, and this is apparently intentional.  Since it's hard to
trace this back to makers of fax software, who are the only beneficaries -
I don't get it.  But it appears to have happened.

Adaptive answer (what you're looking for) is not guaranteed, I gather. 
Some modems don't do so at all well.  (Earlier model USR Couriers,
including the current Australian SDL version, had trouble with it, for
instance.)

However, the real answer you're looking for is still out there.  I haven't
a positive yes or no either one - much less the enabling command sequence.
