Actually the V.34 standard uses the Tx level defined by the %L command as
the *maximum* not the starting point.

Yes it *is* implemented in the M34F - it's a standard part of V.34!
Unfortunately a lot of the problems that people have are due to Telstra and
not V.34 or individual brands of modems. The Tx level set by the %L command
is really only effective from your modem to your local exchange after that
Telstra exchange equipment sets/holds the signal/attenuation level. But,
some line cards are faulty and attenuate the signal much more that the
recommended 6dB.
Fortunately, I have a pretty good line and I use %L13 (-13dBm, default) and
I get receive levels around -21dBm. I'm happy. ;-)
