By how much?  Maybe they also upgraded other hardware and/or setup too?

Ok, let's look at a 60-byte ping packet.  Let's call it 75 bytes after
adding UDP and PPP headers .. at 28800 bps, no compression, sending that
would take:

   75 * 10 / 28800 = 26 milliseconds.  At 33600, 75 * 10 / 33600 = 22 ms.

So both ways you might expect an 8 ms improvement due to the higher rate,
which is not really a large part of the usual 200-400 ms ping times .. most
of which is fighting its way through the stack of software layers.

A few milliseconds, as far as RTT times for short packets go, anyway.
