Basically, Rockwell didn't have to. Rockwell's Class 2 is more of a defacto
standard than Class 2.0 and outnumbers all other Class 2 or 2.0
implementations - very few manufacturers of non-Rockwell modems implemented
Class 2 (Only Multi-Tech and Penril come to mind) or Class 2.0 (only USR
comes to mind).
