Um, the meters I've used, the meter goes at the end of the cable, then the 
radio is attached to the other side of the meter with an additional piece of 
cable.  I transmit through the meter to measure the SWR.  Is there some other 
type of meter that takes the place of the radio entirely?
... I do whatever the voices in my head tell me to do...
