Dunno for Linux... but if you can use DOS programs in Linux, I think
that Bluewave has one built in (or at least part of the exe), but one
can also use one's favorite one, as I do.  BW reads both BW packets and
QWK... :)   I haven't tried using a cell phone for anything internet,
including telnet... only for phone calls... I know, how boring...  ;)
