A little spine in the congress would be nice for a change.  Even
though, from what I hear, this budget isn't being accepted with
"open arms."  The Republicans are terrified of being accused of
"shutting down the country" again and Billy-Bob knows it.  After
all, he's the one who started that lie.
One important point is that Clinton's budget counts on the
Tobacco Extortion windfall (65 billion) to balance at all.
Clinton is counting that money as being "in the bag" as a lump
sum for budgeting.  That's one point the Washington Post was
making.  Clinton is setting up both Congress and the Tobacco
Industry to take the blame for any budgetary shortfall if the
deal falls through.  Wanna bet?
Facts don't matter.  The truth is whatever Saint Billy-Bob says;
he wouldn't lie to us.  Would he?
