The hydrometer is used so as to read the state of charge- red and green bands
etc. It does this by measuring the Specific Gravity ie the density of the
fluid. When fully charged the cell should have acid that is 1.25 as dense as
water, ie "1250".
As someone else said, any differences between the cells of one battery, may
indicate that there is a serious disorder eg in a cell that shows "flat"
