The effect of flanging is done by mixing two signals together, the dry
unprocessed signal and the same signal slightly delayed.  The two
interfere with each other and cause in-phase/out-of-phase peaks and
valleys in the frequency response that change with time.
The effect got it's name from when they used to take two identical reels
of tape and play them in sync - by running your fingers on the flange of
one reel, you would delay it enough to get the same effect.
Look in your signal processing chain for any reverb or echo unit.
