        Shareware is a very small part of the software market.  The big
commercial software, created specifically as a business, is the
significant driving force.
        Commercial software companies develop what they feel will
sell.  If there is not a big enough installed base of OS/2, or any
other operating system, they will not write software for it, or
port their software to that system.  And if there is not enough
commercial software available, not enough people will buy OS/2.
        Some companies will subsidize software developers to provide
versions for their operating systems, but it's a difficult battle
and tends to be circular in favoring the existing systems even if
they are inferior.
