It is, although certainly not in the sense that it runs on top of DOS like
Win 95. It's based on DOS in that it shares DOS conventions (like, on an
obvious level, drive letters and line endings). Perhaps "based on" is too
strong a term, but I put OS/2, along with NT, in the "DOS family" of OSes,
because of their common history as well as their attributes.
