But you don't HAVE to buy $1000 development software to make a game on the
PC, while you have little choice for the PSX. Say you wanted to make a
commercial TC for Quake II; while you'd have to pay the $500 as part of the
commercial exploitation license, that would be about the only cost you'd
incur before you started to make money. The Q2 DLL compilers, modelling and
level-making tools cost little, if even that. The fact that you've seen
Quake I add-ons for low prices (both Mission Packs were $34 Canadian, which
is good) is testament to how cheap it is.
