 Go back about 6 months or more, Get 2 SDLs, Both same version but
for Different countries, Compare them and see what you get.. The Modem
Program seems the SAME, only the loader code (2 Bytes) and something else (I
dont know what it is, Also 2 Bytes) changes.  You will also find *ALL*
Versions of the Couriers listed in the Modem Code (Ie, JAPAN, AUSTRALIA, etc
etc), So, it seems that the Modem looks at the right part of the code to get
country tones, blacklisting etc.. Like a Look up list if you like.. (Just 
like a Program that prints, You dont get a version of the program for every 
printer, you just get drivers (Look up list :).

 Anyway, whats my Guess.... It would be the way to go, its the way I would do 
it if I was in charge of the Couriers :)
