Keeping them poor amd uneducated helps assure that.  But, at the same 
time, the jihadists that took out the WTC were rather well educated.  
It's the radical religion mix that is also to blame.

The hard part is giving up what is considered national sovereignty in 
foreign affairs.  Stretching it it, it's like that of the beginning 
of the US by uniting all of the colonies.
