sure they would, they would have insisted on it.
Why weren't people flying, not because they were afraid the planes might
break down, we had lived with that for a long time, they weren't flying
because they were afraid of more terrorist attacks. Another attack would
have heightened that fear even more so the airlines would have preferred it
be a mechanical problem.
