Also, a lot of times the rights are for the CREATOR/OWNER, which can be
some real fun if that creator is actually the SYSTEM.

Are you familiar with the registry? If not, I'll be more spercific in
my next reply.
As for now, right click on the Start Menu with an account with
administrative privledges. That should give you a menu of everyone's
start menus, including everyone's individual startup folders (which
controls, only partiaully, what is started automatically when the
computer starts).
Everything else is controlled via registry entries or various startup
files.....some of which are user spercific, and some of which are
machine spercific.
I'm still trying to find out how to add entries to various registry
files without having an "active" user logged on . ;(
