I used convsoup with the Vsoup package to convert the data files to rnews 
format, and GIGO tosses them appropriately.  After discovering a fatal bug in 
my mail tosser and setting up another just to test, I found that GIGO also 
finds the .PKT files fine, and processes them apparently successfully (for 
outbound news articles).
Now, what do I need to do to get the news onto the news server?  Is there an 
option somewhere to generate a SOUP reply packet, or something else entirely?
