Orac was operational in "Blake" (The last episode) because he
opened the hangar doors at the base.  Blake made a comment like "...a
very useful (valuable?) machine called `Orac'".  I can only presume
that he fell into the hands of the Federation.  With Orac and Pylene-50
they would be unstoppable.

I was surprised that Servalan didn't show up in the last episode. 
Commisioner Sleer was in "Warlord" and that's the last time we
saw her as far as I know.  Perhaps it was more by chance that the
Federation troops raided the base when they did, or at least who they found
there at the time?
