Because they use it as retirement does not, in fact, make it their retirement.

And to say they have no choice is ridiculous.  Yes, life is hard for many
but we all have choices and sometimes very tough ones.  There are many
private institutions and organizations that help out as well as
individuals.  And there are many who will take and take and never
contribute and whine all the way home.
