Yes, back about the time that Reagan got shot.

The fact that all the neighbor kids are still fat and I still have to clean
up their junk food wrappers from my yard (after the garbage men spill them
all over creation) makes me think that program worked as good as "Just Say
No."  Actually less so because, while these kids are fat, I did not get
addicted to drugs when I was their age.
