yes, it is true that some software doesn't rewrap quoted text before
prepending additional quote characters... it is also true that some of that
software also chops text at predetermined linelengths and that that
chopping may inadvertently cause some problems as the intent or meaning of
that text may be reversed if a word like "not" gets chopped...

that, however, is the fault of the editor and/or lazy coder... it is not
the fault of the specs...
