Force of habit.

Plus the public at large is INCREDIBLY innumerate.

Look at the cost of the attack on Iraq and the effect of spending the same
money within the healthcare system, or on reducing road accidents.

Same thing with the cost-per-life saved achieved by AIDS research and
cervical cancer screening.  A fatcor of 100 or more.

There is one thing, though.  An attack on Iran certainly would make Iraq
look good.  Unless the Iranians hit the megabases pretty hard.  Very nice
of the US military to build those targets.  Of course, they work against a
few resiatance fighters on camels.  Not against what the Iranians can chuck
back.

Iraq was made defenceless by a war of attrition - UN sanctions and
continual bombing under the cover of the no-fly zone.
