The "National Charter" is how the FDIC gets involved in the first 
place, Rich.  But you are correct, the FDIC involvement does lend to
the federal jurisdiction for obvious reasons.

Which decision are you referring to?  Even if it does "hold"; it will 
only have legal standing in the 9th Circuit.
