The basics are already in place. They voted, they confirmed a constitution
(that may need a few amendments going forward, just as our own did), they
voted again. Now we have leftover Saddamists and Al Qaeda populations
trying to tear it down. We're there to prevent that from happening, as
their efforts wane over time the basics are there to go forward. Why all
the Dems and some of the Reps want to cut and run and let it all go to hell
is beyond me.
