Actually on the dearly departed Proteus BBS 1710-1720 cps with my little 
14400 was not uncommon.  I think it depends on the software doing the 
measuring as well as the timing of the download - different BBS' register 
differently.  The only accurate was is with a stop watch. 
 
David Drummond's BBS is the only other BBS that I've even come remotely 
close to a 1700 transfer.
