No, this is not good.  You want no perceptible motion and dampening time at
high power magnifications to be under one second.

The cause?  Trace back from the upper end and see where the vibration is
coming from.  Obviously not the ground, so somewhere between the ground and
the upper end you will find the section that vibrates.  Have someone rap
the upper end repeatedly if you need to, while you inspect everything from
rocking on grass to flexing rocker box to truss tube problems.
