  Actually by the end of the war in Europe...CANADA's NAVY was the 3rd
largest in the world.

  The declaration of war on Japan, was from the MP's Office...not a
declaration of Parliament.   President Roosevelt was absolutely in 
shock and it is shown in his address to Congress leading up to the
Declaration of War.   I know he could have done it on his own,
as Commander in Chief...but he chose to put it through Congress.
That way is better....but un-officially the war was on.

  There of course was a lot going on behinds the scenes that
is still coming out.
