I've found that the Master Updates web page at the Cinncinatti Team OS/2 web 
site, http://www.cincyteamos2.org/MasterUpdates.html is better than the one 
at IBM.  They just added the latest Internet package fixes for Warp 4.0 with 
both the file itself and the Web based update.  Using the web based update 
feature forces a call to the software updates routine in Warp 4.  This 
process also works for Warp 3.0 if you download, from IBM, the RSU feature 
utility.
