The USR Courier has the ability to check line conditions and give a report.  S
BBS's have the facility available to anyone who rings.  The DarkZone BBS here
in Mudgee (063-72-6978) has such a feature available as a menu item.  However
the line conditions here in Mudgee aren't the best.

To do it manually(sp), the Sysop would go off line and give the "ATi11"
command.  This would give a lot of information but include a SNR (signal to
noise ration).  For a 28k8 connect the SNR should be about 37 to 40.  The lowe
the "number" the lower the connect speed and therefore the more
"noisey" the
line.

I think I mentioned that I once owned a M11f and found that they don't handle
poor "bushy" type phone lines.  As you might have also guessed,
I've "upgraded
the USR Courier and have been quite happy with it.
