In TOS, high warp factors (over warp 10) occurred on several occasions.
In TNG, warp 10 is allegedly infinite speed and thus unattainable. It's
been speculated that the reason that TOS high warp factors occurred is
that the two series use different warp scales. Yet as has been noted,
there were instances in TNG where high warp factors occurred. This,
along with the simple silliness of altering the warp scale (can you
imagine altering our current speed scale, so that what is now 70 mph
becomes 25 mph?), leads me to the personal opinion that any notion of
warp 10 being impossible or the warp scale being changed is nonsense.
But as I said, that's my personal opinion, and there are Trekkies who
are equally vehement on the other side of the question.
