I'd rate 'em thusly (late, I know):
        TOS
        VOY (what I've seen of it; where I lived before
          I was only abel to see the first season, and
          since moving to Albuquerque I've only seen like
          two eps)
        TNG
        DS9 (not that it's necessarily worse than TNG, it
          just hasn't grabbed me)
I never saw TAS so I can't rate it.
My favorite Trek ep of all time is "Balance of Terror".  "The Doomsday
Machine" may very well be my second choice, though "The Corbomite
Maneuver" and "The Enterprise Incident" are in the running for that as
well.
